Is this an HDR image, the dynamic range is very well balanced through out the entire shot

Well, no it's not an HDR shot. It was shut under failry flat lighting as a RAW file and then the sky, car and grass/building areas were separately adjusted by eye (on a calibrated monitor) using curves.

I probably adjusted the saturation a little as well.
